Effective July 13, 2012, ITA revised pages 4, 9 and 9.1 of ITA
Access Tariff #1 relating to the identification of toll VoIP-PSTN traffic and
derivation of a Percent VoIP Usage ("PVU”) factor. These changes reflect
ITA’s implementation of the intercarrier compensation regime for certain
VoIP-PSTN traffic, as modified by the FCC’s Second Reconsideration Order
("Reconsideration Order”), released on April 25, 2012, directing companies to
tariff transitional access rates for originating intrastate toll VoIP-PSTN
traffic at intrastate originating access rates until June 30, 2014, but to
tariff access rates for terminating intrastate toll VoIP-PSTN traffic at
interstate terminating rates. Effective
July 1, 2012, ITA revised tariff pages 7 and 8.1 to comply with the FCC
directive to eliminate one-half of the difference between intrastate access
rates and interstate access rates for terminating traffic. Effective December 29,
2011, ITA filed new tariff pages to implement the FCC's new rules relating to
identification and rating of toll VOIP-PSTN traffic. Effective July 1, 2009, ITA amended its Intrastate Access Tariff #1 to
automatically and concurrently mirror changes in the NECA tariff unless ITA
filed a specific exception to the NECA rate change. The "automatic" means
that ITA no longer files the NECA tariff changes with the IUB, and the
"concurrent" means that the changes to the ITA tariff take effect at the
same time the NECA changes took effect. When NECA rates are adjusted, the ITA
Tariff simply incorporates the new NECA rates without the need for revision or
change. For example, in the case of NECA Transmittal #1278 filed on June 16,
2010 with an effective date of July 1, 2010, the new ITA switched access rates
also took effect on July 1, 2010. The ITA Intrastate Access Tariff #1 has some
exceptions to the NECA Tariff FCC #5, some of which include: - The rate for carrier common line
originating access service is 3 cents per minute, and the rate for carrier
common line terminating access is 1.5 cents per minute until July 1, 2013, at
which time it goes to zero. This charge does not apply to intrastate
toll VOIP-PSTN traffic.
- The rate for local switching is that rate contained in NECA
Tariff F.C.C. No. 5 for rate band 8. For terminating traffic the rate for
Telephone Companies who are not in NECA rate band 8 is the NECA band 8 rate applicable to the Telephone Company minus one-half of
the difference between the band 8 rate and the rate for the NECA band
applicable to the Telephone Company. After July 1, 2013, the local
switching rate for terminating traffic for Telephone Companies who are not in
NECA rate band 8 will be the local switching rate for the NECA band applicable
to the Telephone Company.
